Character's background (their past and present): The Doctor is a Time Lord, one of a species of beings who run in and out of time for any number of reasons. The Doctor has done so for centuries going out there in the universe for any large variety of reasons. Some of it was out of curiosity, the folly of youth or any other number of reasons. The Doctor did this by "borrowing" a time machine known as a TARDIS. Or rather, his granddaughter called it that. It stands for "Time and Relative Dimensions in Space". Since then,
Character's personality: The Doctor has gone through many incarnations, each one with a slightly varied personality based on certain concrete traits. In the case of his 8th incarnation, The Doctor is very much akin to a well known John Wesley quote with extra emphasis on the "zeal". Anything big and small is done with quite a bit of zeal. But this also means the ways in which he deals with those who displease him. And with several things happening in his life at the moment (he has just lost his grandson and best friend) he is a good bit more cynical and angry than he normally is.
Character's skills/abilities/powers: The Doctor is an incredibly smart and clever being, even for being of a species known for their intelligence and cleverness. In addition, he has the very physiological markers that show him to be a time lord: He has two hearts, some increased strength and speed compared to humans, and most importantly the ability to regenerate his form in reaction to mortal harm with slight random variation in his form afterwards. Time Lords usually have a max of twelve such forms (with a total of 13 regenerations), and the Doctor is currently on his eighth.
Any special equipment your character is bringing along? This includes weaponry, magic items, etc.: The main bit of technology being brought in is the Doctors handy sonic screwdriver, a multipurpose tool that uses sonic vibration to do a large number of things. It can act as a universal key and do a decent number of smaller things as well, although there is a limit to what it can do. It can do some minor physical harm to beings that have a sense of hearing, but it is best for disassembling or reassembling small things with a distinctive hum.

Why do you want to play this character in Ten Forward, and what do you plan to do with them? The Doctor, especially the 8th Doctor, has a personality that ingratiates well into the Star Trek universe. Even with a more cynical turn, the Doctor is someone who would be a wholehearted supporter of the Federation, even if he at first would want to get back to his time and his TARDIS.
